NATIONAL LIQUOR LICENCES
THERE ARE THREE TYPES OF NATIONAL LICENCES:
- Distributor - sells/distributes into the licensed trade only, irrespective of volumes.
- Manufacturer - manufacturing above the prescribed volume thresholds of alcohol per annum.
- Both distributor and manufacturer
A manufacturer registers with the National Liquor Authority only if the manufacturing thresholds are met. They are:
- For the manufacture of beer, 100 million litres per year;
- For the manufacture of Traditional African Beer, 50 million litres per year;
- For the manufacture of wine, 4 million litres per year; and
- For the manufacture of spirits and/or any other liquor, 2 million litres per year.
REGISTRATION OF NATIONAL LIQUOR LICENCE
For a New National Liquor Licence application you will need:
Current BBBEE verification certificate or letter from auditor stating that the registrant’s annual turnover is less than R10 million and therefore it is automatically deemed to be a level 4 contributor and BBBEE exemption affidavit if turnover is less than R10 million per annum.
Updated ARA (now called the Aware.Org) membership certificate. This is an organisation focused on the prevention of the negative consequences of alcohol abuse. You will need to complete an online application for this certificate at AWARE.ORG.
- Type: https://aware.org.za/ into the search bar.
- Select the “membership” dropdown and complete the application form online. You will receive a pro forma invoice, which you then need to pay and resend to them together with the proof of payment.
- A copy of your Membership Certificate will then be sent to you via email and the original will be mailed to you. The process takes between 3 -5 working days. This certificate is valid for one year and needs to be renewed annually.
Audited financial statements – or letter from auditor confirming annual turnover for the financial year.
Updated Tax clearance certificate – or letter from auditor confirming that latest Tax Clearance Certificate will be submitted upon receipt.
Breakdown in TYPES of liquor: wine, beer, spirits / other.
Registration documents of registrant, if company or CC.
Copies of ID documents for registrant and/or each director/member.
Residential address of all directors/members.
Police clearance in respect of each director/member.
If foreigners, also police clearance from country of origin.
Please note that one has to apply directly at your local police station for this certificate.
This certificate is valid for 6 months.
Zoning certificate of the premises.
Number of permanent employees.
Import and/or export information:
- Do you distribute liquor manufactured elsewhere? You will need to indicate if you distributed liquor manufactured outside South Africa, i.e. if you imported liquor or not;
- Do you distribute liquor across provincial boundaries i.e. refer to distributed liquor to other provinces other than your own within South Africa;
- A list of all the provinces outside your own which you distributed to.
- Import/export certificate/letter.
RENEW A NATIONAL LIQUOR LICENCE
To renew a national liquor licence you will need:
